A startup agency is defined as any insurance agency that has been in continuous operation for two years or less, regardless of producer experience, and whose total insurance commission and fee revenue is under $50,000 per year.

A startup may remain in the tier for no more than two consecutive membership years, provided it continues to meet the eligibility requirements.
